Commission votes for WastePro contract

Bradenton Beach commissioners - hoping not to waste on repair trucks - unanimously approved an agreement to recruit Florida WastePro the city trash dump.

WastePro already has a contract with the city to remove recyclables.

The committee voted unanimously for the first reading of an ordinance a franchise agreement with WastePro to take more trash and yard-waste collection services currently handled by the Bradenton Beach Public Works Department.

The order price WastePro the franchise for solid waste collection for a fee to the city - 12 percent of gross revenues of the company under the franchise, net of adjustments for credit losses.

WastePro rates are $ 112.08 per year for garbage collection and $ 43.56 per year for the collection of garden waste.

The franchise agreement ends in 2016 with a renewal clause of five years.

WastePro collect garbage at least twice a week and garden waste at least once a week residencies. Hours are 7:00 to 6:00 p.m.On holidays, the service is rejected by one day all week.

Trash-WastePro generators can expect to start collecting solid waste in September.

The start date was the only issue that remained unresolved is the meeting last week.

Before the meeting, the commissioners had asked city attorney Ricinda Perry and the Office of the City Clerk to calculate how much it would cost the Department of Sanitation to complete the collection in 2011 and how much it would cost to hire the city WastePro for September to December.

The record indicates that it would cost the city about $ 59,000 at the end of the year with the Department of Sanitation collection of solid waste. Hiring WastePro employment cost about $ 95,000.

While the city seemed less expensive collection, a concern for the mayor and the commissioners was whether the garbage trucks in the city held until the end of the year. They were eager to start having work WastePro in the fall.

A second and final reading of the ordinance was scheduled for 7:00 p.m., Thursday, Aug. 4.

The commission also voted to sell recycling truck WastePro of the city to $ 12 000.

In business, the Commission:

• approved the payment of an invoice of $ 7,178 for legal services Perry in May.

• Approved 4-1 paying a bill $ 5,562 per MT Causley for building official services. Commissioner Gay Breul voted not based on his objections to overtime for the building official.

Bradenton Beach commissioners adopted a telecommunications ordinance May 5 setting restrictions for new facilities — towers, antennas and other equipment.

The ordinance allows only for a cell tower on government property, and that could only happen after an applicant met a long list of criteria.

The unanimous vote after the final reading of the ordinance marked the end of a two-year review and opened the door for applicants.

A representative for one company, James Eatrides of Alpha-Omega Communications, attended the meeting, and was the only citizen to address commissioners.

He reminded them that his company submitted a proposal two years ago to build a stealth tower near the public works and police departments between Highland and Church.

And, with praise for the commission’s work on the new ordinance, Eatrides said a new application would be submitted.

“I’m comfortable with this,” he said of the new ordinance. “You give us a framework to work with.”

However, Eatrides learned last week that he will have to revise the proposed construction of a tower at the public works/police compound. The city is building a parking lot where the stealth tower was proposed, said public works director Tom Woodard.

Some adjustments were made to the ordinance before its adoption.

City attorney Ricinda Perry described two as housekeeping matters — the renumbering of sections and changing “city council” to “city commission” in one location.

Two others were proposed by Commissioner Gay Breuler and unanimously approved.

The commission replaced “municipal” with “government” to avoid prohibiting a proposal for a telecommunications facility on county property.

The commission also reworded a paragraph that troubled Breuler because it provided for cordoning off a section of a structure “not in compliance with the FCC’s regulations regarding RF emissions/radiation.”

“Maybe we want to say if you can’t meet FCC standards … you can’t do it period,” Breuler said. “I don’t think I want my city having more (radiation) than the FCC thinks is appropriate.”

New wording, suggested by Perry, stressed that any installation shall comply with FCC regulations and not endanger public health and welfare.

In other business, commissioners:

• Approved paying an $8,601 invoice from M.T. Causley for building department services.
